5/20/14 Planning Board Meeting Minutes



MAY 20, 2014

7:15 P.M.

A regular meeting of the Egg Harbor City Planning Board was held on May 20, 2014 with Chairman Gerhard Mueller presiding.  Other members in attendance were Mayor Lisa Jiampetti, Vice Chairman Richard Colby, Regular Member Miriam Mueller, Dennis McKenna, Alternate #1 Jack Peterson, Alternate #2 Gladys Torres, Solicitor Jim Schroeder, City Planner Tim Michel, Engineer Ryan McGowan and Secretary Donna Heffley.  (Not present were City Council President Edward Dennis, and City Official Keith Adams.

Roll Call:  Mayor Jiampetti yes, Mr. Dennis absent, Mr. Adams absent, Mr. Colby yes, Mrs. Mueller yes, Mr. McKenna yes, Mr. Peterson yes, Mrs. Torres yes, Mr. Mueller yes, Mr. Schroeder yes, Mr. Michel yes, Mr. McGowan yes and Secretary Donna Heffley yes.


Mr. Mueller asked for a moment of Silence in remembrance of Brad Haber who was a wonderful friend of Egg Harbor City.


This meeting was advertised pursuant to the NJ Open Public Meetings Act. N.J.S.A. 1:4-6 Seq. Notices were sent to official publications for the Planning Board; the Press of Atlantic City, the Egg Harbor News, the Atlantic Current and the Hammonton Gazette.  A copy of the notice was posted on the bulletin board of the Egg Harbor City Municipal Building.

The Chairman directed the Secretary to enter this public announcement into the minutes.

Approval of Minutes:  Upon motion made by Mr. Colby, seconded by Mr. Peterson and carried the April 15, 2014 meeting minutes were approved.

New Business:  Informal Review:  Joseph Diamond

Proposed:  Small studio for Jiu-Jitsu, Self-defense and Yoga

Mr. Diamond was sworn in by Planning Board Solicitor Jim Schroeder.  Mr. Diamond resides at 226 St. Louis Avenue which has an attached business formerly used for over 50 years known as Norman’s Barber Shop.  Mr. Diamond is interested in converting this barber shop into a Martial Arts studio offering Jiu-jitsu, self-defense and yoga. Mr. Diamond has studied yoga and Martial Arts for 34 years.  He has a studio in Northfield and Philadelphia.

Members and Professionals asked Mr. Diamond questions concerning hours of operation, number of employees, parking, lighting and changes that will be made to the interior and exterior of the building.

The Board and Professionals referred Mr. Diamond to the Egg Harbor City Zoning Board where he will file an application for a use variance.

Costa Marine was being represented by Mr. Tom Darcy.  Also present were Harry Harper, Architect and Professional Planner and Chris Costa, President of Costa Marine who were sworn in by Solicitor Jim Schroeder.

Mr. Darcy gave a brief history of the site and the proposed plans to rehabilitate the ambulance building.

Mr. Harper showed a rendering of the proposed site changes including façade changes, new columns, and piers, new surface on the parking lot, new entrance, new colors and landscaping.

Mr. Costa operates his main business in the Industrial Park.  This new location will be the showroom for yachting interiors.  Mr. Costa deals with many clients on the east coast and this showroom will have displays where he can meet with clients by appointments and show his products.

Board members asked Mr. Costa questions concerning deliveries, number of employees, landscaping, signage, parking, and drainage.

Mr. Michel and Mr. McGowan expressed their concerns and made suggestions of details that should be shown on the plans that will be submitted for a formal review.

Mr. McGowan expressed his concerns about the drainage system.

Mr. Darcy noted the Applicant has already had a contractor look into this issue to return the drainage back to the way it should be.

Mr. Mueller noted the plans should show more detail and a page or two should be sufficient showing the designs.

Mr. Darcy noted to the Board that the Applicant will file with the Planning Board for any approvals, the Board will take their action, a resolution will be prepared and the Applicant will send all of the approval documents to Pinelands under the previously granted Pinelands Certificate of Filing.

 Other Business: Mayor Jiampetti announced the City Wide Cleanup Day was very successful.   There were about 400 Volunteers who came out collecting a little over 2 tons of trash and about 1 ton of recyclables.

The Egg Harbor City Lake will open for Memorial Day Weekend.  A new paddleboat a red dragon will be available at the lake this summer.

The Ground breaking was held for the Conifer Project, the Rittenberg School Redevelopment Area.

The historical society will be holding an art show on June 7, 2014 from 1 to 4.   Some local artists will be displaying their work.
